Paying for Home Care

Home Care Waiver Program
The Ohio Home Care Waiver Program is designed to provide home- and community-based services to eligible individuals who require long-term care and wish to receive that care in their own homes or communities instead of nursing or rehabilitation facilities. Home Care Based Waiver Services may be available to individuals under the age of 59, while the PASSPORT Medicaid Home Care Waiver is available to Ohioans over the age of 60. All of these are Medicaid programs, so applicants must complete a Medicaid application or already have Medicaid. There are also a number of requirements for these programs, including needing specific levels of care and meeting certain financial criteria.
Medicare & Medicaid
Medicare does not cover home care costs. However, we are occasionally able to offer a Home Health Aide as a benefit under Medicare if you qualify for skilled home health services like nursing or physical therapy. Otherwise, Medicare Advantage plans, or Managed Medicare, have the option to include broader coverage that provides additional home health services. Medicaid covers in-home services on a limited basis with no more than 14 hours per week of home health aide services. For both Medicare and Medicaid, physicians must supply a certification of medical necessity for home care services. Other eligibility requirements for both programs are in place to determine available coverage.
